Worked example
A fictional offer for “issue SYN-42” without a send date is issue-only. An internal plan of 12 November does not establish an agreed 12 November deadline. If the original explicitly promises an exact time, retain its date, time and time zone; verify any daylight-saving ambiguity with the publisher.
